    Project Description:

    The Field Support Services Project (FSSP) in Nigeria is a Global Affairs Canada (GAC)-funded bilateral initiative that provides administrative, technical, logistical, and financial support to Canada’s development assistance efforts in the country. Its goal is to enhance the effectiveness, efficiency, and sustainability of Canada’s programming.

    GAC’s cooperation in Nigeria is guided by Canada’s Feminist International Assistance Policy and Africa Strategy, focusing on gender equality, economic development, peace and security, and sustainability.

    Through the Nigeria Bilateral Development Program, Canada supports poor and marginalized populations—especially women and girls—across four priority sectors:

    • Health: Strengthening primary health systems and sexual and reproductive health and rights.
    • Inclusive Economic Growth: Empowering women and youth, particularly in agriculture and livelihoods.
    • Women’s Rights: Advancing women’s political participation, leadership, and rights.

    Canada also supports humanitarian aid, women, peace and security initiatives, and integrates climate change and environmental sustainability across all programming. The FSSP provides technical advisory services to support this cross-cutting priority.

    As Canada reviews and updates its strategy in Nigeria, the FSSP will play a key role in ensuring its development efforts remain relevant, responsive, and impactful.

    About the work

    Canada prioritizes climate change in its international development assistance, guided by the Feminist International Assistance Policy, the Minister of International Development’s mandate, and commitments under the Paris Agreement that promotes women’s leadership, inclusive climate decision-making, and economic empowerment through renewable energy sector opportunities.

    Canada’s climate finance strategy supports both mitigation and adaptation in four key areas:

    • Clean Energy Transition
    • Climate-Smart Agriculture and Food Systems
    • Nature-Based Solutions and Biodiversity
    • Climate Governance

    The strategy targets the most vulnerable populations while mobilizing private sector finance to meet global climate goals. Funding is channeled through major multilateral and regional initiatives, including:

    Environmental Integration

    To ensure sustainable results, GAC integrates environmental considerations across all projects, in line with its 2019 Environment and Climate Action Policy. This process ensures:

    • No harm to the environment
    • Resilience to climate and environmental risks
    • Optimization of natural resource and sustainability opportunities

    All initiatives undergo environmental assessments per the Cabinet Directive on Environmental Assessment (199) and the Impact Assessment Act (2019), safeguarding development gains from environmental risks.

    The Role

    The FSSP will engage a local Climate Change and Environment Specialist on a part-time/as-needed basis to provide technical support to GAC in advancing climate and environmental sustainability within its development programs in Nigeria.

    Key Objective

    To strengthen GAC’s capacity to address climate change and environmental priorities, with a focus on a) analyzing climate trends, impacts, and responses – particularly those affecting women and girls, and b) supporting integration of environmental considerations across health, economic growth, gender equality, and other sectors.

    Key Responsibilities

    • Research & Analysis: Provide briefings, reports, and advice on emerging climate and environmental issues, with a gender and sectoral focus.
    • Technical Input: Assess projects for environmental risks and opportunities; recommend mitigation, adaptation, and resilience strategies.
    • Implementation Support: Advise on project delivery, including disaster risk reduction and private sector/community engagement.
    • Policy Engagement: Support policy dialogue with Nigerian stakeholders; contribute to strategy, messaging, and coordination efforts.
    • Capacity Building: Lead learning sessions and coordination meetings to enhance stakeholder knowledge and collaboration.
    • Monitoring & Field Support: Participate in monitoring missions; provide field-level analysis and document findings and recommendations.
    • Other Duties: Perform additional climate/environment-related tasks as needed by FSSP or GAC.

    Required Qualifications:

    Post-graduate degree, such as a Masters, from an accredited, recognized institution in a relevant discipline such as Sustainable Development, Environmental Sciences/Management/Economics, Climate Change, Applied Sciences, or related fields etc. A bachelor’s degree may be accepted if the candidate can demonstrate ten years or more of relevant experience.

    Experience

    • Minimum of 5 years of experience (recently acquired, within the last 10 years) in development programming focused on climate change and environmental development (i.e. in climate smart agriculture, clean energy, climate change mitigation and adaptation, environment management, etc.).
    • Knowledge of the Nigeria policy environment on climate change and environment.
    • Experience working with women and girls beneficiaries of various backgrounds – ethnic groups, women with disabilities, etc.).
    • Experience working with the private sector on clean energy, climate smart agriculture, clean technologies, etc.
    • Strong network connections to organizations and professionals working on climate change and environment issues in Nigeria.
    • Experience providing advice and recommendations, including drafting briefing notes, sectoral analyses, and monitoring and assessment reports for senior decision makers in donor agencies, government, civil society organizations or the private sector. Samples of work to be supplied upon request.
